Rachel Marshall serves as the Program Director for Maternal Health for the Rural Health Association of Tennessee. In this role, she leads a collaborative effort to build and strengthen a comprehensive network of doulas and providers dedicated to improving maternal health. She oversees the recruitment and training of doulas, fosters provider partnerships, and ensures program alignment with grant objectives and community health goals. She also supports staff and collaborates with senior leadership to advance systemic improvements in maternal and child health.

Previously, Rachel has served in a variety of roles, including Family Support Services Case Manager at the Tennessee Department of Children’s Services, Safe Baby Court Coordinator at Madison County Juvenile Court, and ACE Family Community Educator. Her experience spans diverse sectors, from child welfare and community education to court systems and trauma-informed care.

She holds a B.A. in Marriage and Family Studies with a minor in Psychology from Union University. With a strong foundation in family support and a passion for community transformation, Rachel is committed to fostering resilient families and healthier futures.

When not serving the community, Rachel enjoys spending time with her husband and their three children. She loves to travel and explore new cuisines, especially as a way to create fun, memorable experiences with her family.
